 What about having  a valid,  real Federal economic development, job creation programs instead?  for  It is not surprising that the same Civil servants under the federal  Liberal government had suggested next again  a federal job creation program that would provide cash stimulant firstly now to their fellow buddies, the civil and public servants at the provincial , municipal levels, but what was rather surprising that the Conservative politicians had gone along with it.

Forget the crap that the Canadian Governments, especially municipalities are serving the public, including all of their civil and public servants, in reality they are mostly self serving, and basically not at all trying to control the tax payer’s costs, as a result major rampant uncontrolled money abuses, thefts,  corruptions,  etc continues occur Canada wide too..

Rather also now what real effort has been made to work with the private sector to stimulate more valid, effective new job creations programs, that just do not benefit the often corrupt, incompetent municipalities and related contractors? The Conservative government’s economic stimulus spending spree that is pouring billions of tax dollars into road construction projects and infrastructure is just not good enough.. Real employment, and  our actual economic outputs are the much better, practical  gauge of Canada’s, our present well-being.
 
And it is also an undeniable fact now  that too many Politicians in Canada, both Members of the provincial legislatures, and members of parliament, do lie, they make false claims that they the servants of the people, they thus are mainly looking after the needs, concerns of the citizens of Canada  but mainly instead wrongfully do now use tax payer’s money, do use governmental resources and personnel  to distribute  unsolicited material to others to promote firstly their own re-ELECTION and TO PROMOTE  their own political party as we clearly all have seen the New Conservative Ministers wrongfully also now doing OFTEN NOW as well. 
 
OTTAWA – Stimulus money earmarked for Quebec is only trickling down to communities in the province, while other provinces are awash in federal funds, an analysis by The Canadian Press shows. the analysis was able to count, locate and evaluate 4,833 projects that have been announced coast-to-coast. Far fewer than 10 per cent of those projects are in Quebec, Canada’s second most populous province.  Of the 4,833 projects published on the government’s centre piece map as of Oct. 25, less than 300 are in Quebec. Ontario claims more than 2,500, while Alberta and British Columbia both have more than 300 each.  officials at both the municipal and federal levels were quick to admit  that stimulus has been slow to get off the ground in the province. There have been lots of announcements, but the work seems more and more problematic for they have taken so much time to finalize agreements.  Most of the federal stimulus money requires agreement and matching funds from between the provincial and municipal governments. Several broad agreements have been announced in principle, but individual projects are not getting the go-ahead quickly.
 
  Pressure also is now mounting on the federal government to relax its two-year limit on much of the stimulus spending. The Parliamentary Budget Officer validated the case for an extension last week, saying the two-year limit is causing a rush to build infrastructure, possibly forcing cities to make hasty decisions, and prompting construction prices to soar.
 
 
The federal government preaches accountability, but is being only selectively transparent about its own spending activities.  Compare this cloaking to Stephen Harper’s boasting about his stimulus package. Even here, there is less transparency than meets the eye. It really causes us to think as to what is the federal Conservative government wrongfully hiding here from us all as well… The Conservative government was accused Thursday of playing an elaborate shell game to prevent Canadians from following the billions of dollars being spent on federal infrastructure stimulus. New Democrat Pat Martin (Winnipeg Centre) told a parliamentary committee the government has done everything possible to hide how much of the $12 billion earmarked for infrastructure has been spent or how many jobs created.

Just a Small Detail.. CBC contacted the office of Natural Resources Minister Lisa Raitt to ask about the lobbyist who helped organize a fundraiser on her behalf on Sept. 24.  Michael B. McSweeney is vice-president of the Cement Association of Canada.   Both he and the association are registered with the Office of the Commissioner of Lobbying of Canada.  And a search of the registry shows that on Sept. 24, the Cement Association reported having lobbied Raitt directly.   In an email to Raitt’s new communications wrangler Jocelyne Turner, CBC News asked for more information about McSweeney’s involvement in the fundraiser, as well as whether McSweeney was paid for his services.  “Minister Raitt is committed to working with the Ethics Commissioner and is cooperating fully. Gomery wants new inquiry – this one into alleged mob, construction, politics ties  MONTREAL – The man who led a historic inquiry into political corruption thinks another one is necessary amid allegations of criminal acitivity in the construction industry and municipal politics. Mafia experts describe such corruption as a national occurence but so far governments at the federal, provincial, and municipal level have been resistant to the idea of a probe. The retired judge said large donors wield too much influence when it comes to the awarding of municipal contracts, and that an inquiry could explore those links.. Quebec’s highways cost 11 per cent more per kilometre than in Ontario and 43 per cent more than in the rest of Canada… Curbing corruption could save several hundred million dollars every year.. adds 20 to 35 per cent to the cost of public works projects… the savings would pay for better repairs to, and snow removal from, streets and sidewalks. It would reduce pressure on raising property taxes, parking-meter fees, and bus fares. And it would make tram lines (which cost $40 million per kilometre) more affordable.

The U.S. Government Should not at all Cut Federal Workers’  Compensation.  Members of Congress who have large numbers of federal workers in their districts relentlessly pushed for expanding federal worker compensation.  The George W. Bush years rightfully now too were very lucrative for federal workers. In 2000, the average compensation (wages and benefits) of federal workers was 66 percent higher than the average compensation in the U.S. private sector. The new data show that average federal compensation is now more than double the average in the private sector. In 2008, the federal worker compensation averaged a remarkable $119,982, which was more than double the private sector average of $59,909. For the excellent pay and benefits, in the current economic environment, public sector jobs have become highly attractive to many people looking for work. With health care costs soaring every year and compensation for workers in the private sector sadly, unacceptably is  not rising to keep up with rising costs, so working for the government has become fashionable again. The importance of the federal benefits was recently underscored by a U.S. Senator. During a town hall meeting in Waukon, Iowa, a constituent asked Sen. Chuck Grassley (R-IA) “Why is your insurance so much cheaper than my insurance and so [much] better than my insurance?” and the man followed up, “Okay, so how come I can’t have the same thing you have?” Grassley replied, “You can. Just go work for the federal government.”  Yes, the federal government pays good benefits and pay of its employees which sadly does match the current pay levels in the private sector. Though there may not be a  will to do this, a program to gradually increase the benefits offered to private workers in Canada and in the US has to be now also implemented.

Meanwhile we also could get a lot better National economy, lower taxes too,  that much sooner if we started laying off any of the bad, non-productive state and federal workers, civil and public servants too,  or rather  made them all now   do something worthwhile and productive.

Immoral Police, RCMP, Mounties have no choice but to comply –

 

“Thomas Braidwood’s inquiry into taser use in B.C. was not supposed to have jurisdictional authority over the RCMP in the province. Thankfully, the highly respected retired judge decided to ignore his original terms of reference.

Mr. Braidwood knew it would be foolish, not to mention a waste of his time and taxpayers’ dollars, to make recommendations that applied only to municipal police forces.

The Mounties police 70 per cent of the province, and RCMP officers in B.C. have the highest taser use of any provincial division in the country. What would be the point of writing a report that could be ignored by those who needed to hear its message most?

In his report, made public Thursday , Mr. Braidwood came down precisely where I thought he would: All police should be able to continue using tasers but under many more restrictions. And that makes sense. At the end of the day, tasering people who are a danger is often a better alternative to shooting them.

But Mr. Braidwood wants a new threshold established for when officers can pull out their conducted-energy weapons.

The RCMP recently instituted new guidelines that state an officer can use a stun gun only when someone is a “threat to officer or public safety” or is exhibiting “assaultive behaviour.” Those parameters are too broad and open to interpretation, according to Mr. Braidwood, whose recommendations stem from the RCMP taser-related death of Robert Dziekanski in October, 2007.

We heard the officers involved in the tasering of Mr. Dziekanski, for instance, defend their actions by saying they thought the unarmed Polish immigrant was a “threat to their personal safety.”

Mr. Braidwood wants new policies in place that insist the taser not be used unless a subject is “causing bodily harm or the officer is satisfied, on reasonable grounds, that the subject’s behaviour will imminently cause bodily harm.”

But the inquiry head goes further: “Even then, an officer should not deploy the weapon unless satisfied, on reasonable grounds, that no lesser force option would be effective, and de-escalation and/or crisis intervention techniques would not be effective.”

Using those principles, it would have been much harder for the officers involved in the Dziekanski incident to justify their actions.

But as Mr. Braidwood notes, the RCMP is a federal force and not subject to B.C. statutes. It is answerable to Ottawa only, even though B.C. residents pay the Mounties salaries here. In other words, the force doesn’t have to listen to a thing Mr. Braidwood has to say if it doesn’t want to.

But Mr. Braidwood, brilliant man that he is, has given the B.C. government a way around the problem. That is, if the RCMP doesn’t voluntarily agree to implement the recommendations.

You see, the RCMP’s contract with the province is up in 2012. Mr. Braidwood has suggested the government insist the Mounties agree to implement all of commission’s recommendations regarding tasers as a condition of renewing its policing agreements with the province.

B.C. Solicitor-General Kash Heed said Thursday he has sent an order to the RCMP that it comply with the recommendations. Certainly a rare display of nerve by this government in its dealings with the force.

To his immense credit, the commissioner was pretty pointed about what he thought of the province’s handling of the taser issue. Which is to say he feels the government abdicated its responsibility to establish province-wide standards for the weapon. And if I had been writing the report I might have added: This provincial government is entirely spineless when it comes to confronting the Mounties with regard to any number of problem cases in which it has been involved in B.C.

I guess we’ll see what happens. RCMP management in B.C. told me they are going to take some time to digest the Braidwood report before commenting on the recommendations and deciding whether they’ll adopt all of them in B.C. and/or across the country. Contrary to some reports, the RCMP has not promised to implement all the recommendations, ‘E’ Division Commander Gary Bass told me Thursday.

But my feeling is the Mounties will because they really have no choice. There is a great swell of public opinion rising against them. And my guess is that public opinion will be solidly behind the many good suggestions made in Mr. Braidwood’s report.

I think the RCMP should just surrender on this one.”

A white policeman  falsely  arrested  the renowned black scholar Henry Louis Gates Jr. in his home  Massachusetts.  Gov. Deval Patrick, once the top civil rights official in the Clinton administration and now, like Obama, the first black to hold his job, labeled Gates’s false arrest as “every black man’s nightmare.”  This also happens to many white men who oppose police brutality and injustice though, me included now, The governor told reporters: “You ought to be able to raise your voice in your own house without risk of arrest.”  and you can add to that the Natives now as well… EVEN IN Canada
 
Harvard scholar Henry Louis Gates Jr. had just returned from a trip overseas and, upon arriving at the property with a driver, found his front door jammed and had to force it open. By the time police arrived at the house, he and the driver had managed to get inside the property. According to police, Prof Gates shouted at the officer and accused him of racial bias. Police Officers were called to Prof Gates’s house after a woman reported seeing two black males – the professor and his driver – trying to force entry.  Prof Gates was still falsely arrested outside his home after providing the officer with identification.  
 
As the court records will show I also was arrested and fined in the Calgary Chief of police office cause I had said out loud rightfully you cops are crooked..
  
 In general in the more   liberal society of Canada both the wife and the children tend to have much more freedom, rights, make their own decisions,  over many other countries , Such as central and eastern Europe, Russia, Asia, Africa  and as a result the culture shock after moving to Canada can be  a very real problem for some new immigrant husbands  where the husband sees his family role as being obeyed, and being the sole head of the home.   Thus  it’s not altogether uncommon for some of the new Canadian immigrant  home situations to become  unacceptably violent when the dominate husband feels his authority is being undermined.  Wife beatings as a result are common, and children who witness it are severely traumatized, can develop both bitterness and hatred. And it tends to make  the home matters worse where the husband now is also an alcoholic on top of all that. 
 
In reality too Cops are not the only one who resort to violence when their authority is threatened, so do some bad pastors now too.. 
  
and we all should by now know the RCMP also do lie.. the actual number of unsolved criminal cases would be a lot higher if the police actually investigated all the citizen report they do receive. I have sat in police stations and watched the police lie and refuse complaints brought to them by the other citizens too… never mind those phoned in.   I think only one of over 5 criminal  complaints about the criminal abuse of me or others was ever reviewed with even, and even that one took months of complaining to the police.. and that was the charge of physical assault of me by  a rogue Pentecostal pastor who punched me , in front of a witness, cause I had refused to go to his church.
 
Here is what I know for sure in Canada proper policing, management ,  supervision  human rights commissions are a real fact of life, society, in schools, life,  in churches, governments, commerce, institutions, civil and public services, professional services too,  and elsewhere, even on the net,  for you will always have those 30 percent at least of the persons who will try to cheat, lie  , steal, bend the rules, falsely believe they are above the laws, Self  regulation alone is too often pretentious, farcical, often not applied as well. That applies especially to the professionals, civil and public services, police, municipalities, politicians now as well..
 
Sergeant Mike Rutigliano with the Ontario Provincial Police “has been charged with discreditable conduct under Ontario’s Police Services Act for allegedly meeting with members of the Rizzuto crime family, led by the currently imprisoned Vito Rizzuto, in Montreal in 2002” as reported by Anthony Reinhart for The Globe and Mail:  Yesterday morning, Sgt. Rutigliano made a brief first appearance at OPP headquarters in Orillia. According to the notice of hearing issued before the proceeding, the OPP alleges Sgt. Rutigliano “arranged and attended a meeting in Montreal in 2002 with members and associates of the Rizzuto Traditional Organized Crime Group, regarding a jewellery store in Woodbridge, Ont.” The OPP has further accused the officer of giving “false and misleading” answers when he was questioned, in February of 2004, about his “relationship with Vito Rizzuto.” The notice of hearing quotes Sgt. Rutigliano as having said, “I do not know the man, I have never met the man, I have never spoken to the man, I have never communicated with the man either in writing or electronically, nor have I ever had any association with him directly, or indirectly.” The disciplinary hearing will resume on Sept. 28 in Orillia.  In 2004, Rutigliano was found guilty under the PSA of discreditable conduct for making a threat to a former business associate.  The OPP officer is also charged with an alleged $15 million fraud targeting Bombardier Inc. 

    

 

A veteran OPP officer embroiled in a justice corruption scandal now also had  helped a fraudster, wanted on a Canada-wide warrant, establish a new identify with bogus identification, including a Lithuanian passport, according to court documents. Rutigliano “offered to obtain new identification for Mavroudis,” who at the time had more than 70 criminal convictions on his record. the suspended sergeant appeared at a police disciplinary hearing in Orillia.  Rutigliano has been charged with discreditable conduct under the Police Services Act for allegedly lying about a meeting with Montreal mobster Vito Rizzuto and associates. “Canadian Senators’ remarks on H1N1 curious

 

 OTTAWA — The H1N1 influenza outbreak on reserves in Manitoba took centre stage on the national news agenda early last week when a Senate committee summoned federal health officials to explain what was going on.It was nice to see this issue actually getting the attention from the federal government it should have been getting from the moment the first cases showed up in St. Theresa Point. 

But it also brought home how far away Ottawa can be from the on-the-ground realities in Canada.

Several minutes of debate were spent on whether or not it could possibly be true that communities in Canada don’t have running water.

One senator even acknowledged he’d never even been to a remote reserve.

When the members of a committee tasked with studying aboriginal issues don’t even know that many reserves in remote areas of this country don’t have running water, it’s no wonder these communities have been unable to shed Third World living conditions.

It also is discouraging that one of the chief recommendations to the committee was an independent task force to figure out what went wrong and develop solutions before the fall, when the virus is expected to make a potentially more menacing appearance.

British Columbia Senator Larry Campbell at least got a few laughs when he pointed out having a task force complete any sort of meaningful work by the fall is unlikely.

“It will be fall before they even figure out who will be on it,” he quipped.

Also of note at the committee was one senator, whose name I didn’t catch, who seemed tired of listening to Health Canada officials explain all the reasons why everything is under control on the affected reserves, despite so much evidence to the contrary.

“One of the things that always amazes me about civil servants,” the senator said dryly. “You always give the impression things are OK.”

But in the middle of the hearing, there was at least a sign that one senator in that room got that the outbreak of H1N1 is a symptom of the ills of our reserves and what is required is more than just speeding up shipments of hand sanitizer.

Conservative Senator Gerry St. Germain, the committee chairman, issued a call to arms to all governments in Canada to stop the status quo.

“Unless we do something differently we’re going to continue to get the same results,” he said.

“We’ve created a horror story out there as a society for the last 100 and some years for First Nations people. It’s time the (Assembly of First Nations) and every group, the governments, oppositions, whoever, start working together and making a difference in First Nations’ quality of life or else it’s going to victimize all of us… We are the healthiest and the wealthiest and it’s up to us to do something.”

Deerfoot blitz catches speeders  Calgary Herald January 27, 2009 Calgary police are warning motorists to slow down on Deerfoot Trail after handing out nearly 200 traffic tickets during a weekend crackdown on the freeway. The fastest speeder was clocked at 158 km/h and several were stopped doing 130-140 km/h. Two 24-hour licence suspensions were handed out, both before 10 a.m. Police say the drivers were likely still intoxicated from the night before. “I expected the numbers to be high, but 195 summonses by four officers is a lot,” said Sgt. Paul Sieracki with the traffic section. Sieracki said he oversaw the blitz with the four traffic officers.They spent about six hours each day enforcing traffic laws on Deerfoot Saturday and Sunday.
The point was to highlight dangerous driving habits. “Every year, we lose 50 to 60 people due to motor vehicle collisions (throughout the city),” said Sieracki. “These are need-less deaths that can be prevented.” Traffic officers also saw several instances of aggressive driving and changing lanes without signalling. “It doesn’t surprise me at all police were able to charge that many people,”said Ald. Andre Chabot. “Deerfoot has been referred to as the Deerfoot 500 for a reason, a lot of people tend to speed on it.” A safety audit conducted on Deerfoot by the province with the co-operation of the city came up with a recommendation to dedicate a squad of officers — possibly a combination of city police and Alberta traffic sheriffs–to enforce the traffic laws on the busy highway… http://www.canada.com/news/Deerfoot+blitz+catches+speeders/1222299/story.html

 and you allow to have to drink alcohol, allow him to own  a   fast car,  build  a six lane highway, and then you hypocrticaly give him  also a speeding ticket?

The Ontario Provincial Police has impounded one of its own cars and suspended an officer under the province’s year-old street racing legislation.  The OPP intelligence officer, driving an unmarked OPP car, was stopped by a fellow officer on Highway 403 near Brantford for travelling 65 km/h above the posted 100 km/h limit, according to the OPP. The subsequent investigation found the officer was not within the lawful execution of her duties at the time.  In accordance with so-called street racing rules under the Highway Traffic Act – defined as driving 50 km/h over the limit – Detective Const. Heidi Fischer had her driver’s licence suspended and the police car was impounded, both for seven days.  This is the third OPP vehicle impounded under the legislation. This news item substantiates something I have said for decades, police often love to speed, and secondly they also do own some of the hottest, fastest cars as well.. but here I have to say as well that speeding is only 15 percent of the reasons people have car accidents, whereas drunk drivers cause 3 times as much car accidents, 45 percent of accidents , and yet the police do not go after drunk drivers enough  or all the year rather too.. and why is that too now?

Also when William Elliott was appointed RCMP commissioner in 2007, the challenges ahead were monumental.   It fell to Elliott, a career civil servant, to rebuild the tattered remains of our once-proud national police force, and restore public trust in an institution that had badly fallen into disrepute. The 24,000-member force was “horribly broken,” according to an independent review at the time.

Less than two years later, the force is even worse off, and Elliott has failed to deliver. He needs to step aside –or be fired–so someone more effective and trustworthy can again try to restore accountability, transparency and integrity to our damaged Mounties.

Elliott has proven he’s as much out of touch as was his predecessor, Giuliano Zaccardelli. Canadians are rightly outraged by the persistent culture of arrogance, overzealous policing and coverups that have for too long been the norm.

-An independent body of civilians is needed to investigate homicides involving police. It’s obvious that police investigating themselves isn’t working. There have been too many coverups, and the public has lost trust.

-A new commissioner is needed. Elliott has to go. He has lost credibility and can no longer lead this troubled organization back to health.

The iconic tradition of Canada’s Mounties dates back to May 23, 1873. The red serge of their uniforms has come to represent honour, order and a proud past. But red is also the colour of shame. Without drastic change, that will be the sad legacy of this once meaningful organization.

  
I agree, but I think it more likely needs to be totally disbanded, for  it is broken beyond repair.

Want to get really depressed? Just visit an old age home, where you have mostly retired seniors in their late 80’s and talk to them firsthand, and often hear them say “the longer I live on earth, the more I see how wicked, corrupted place it really is”. Now I too have experienced the same thing, such as crooked lawyers, bad cops, useless civil servants, useless politicians, bad, corrupted pastors even  but I next did something good about it..
 
 
Now sadly in my course of daily activities, travel I do personally encounter too often still unacceptably abusive, wicked persons   and I have two simple choices: I take an ostrich or sheep approach and I can   pretend, lie  that I  did not see it, or that does not concern me or rather I can   take real,  positive actions to insure the same unacceptable wicked person does not repeat their bad acts.
 
One reason  too many wicked persons do not repent it cause they seem to think I too am only one person, another one of those too typical complainers, loud mouthed person whose bark is worse than his bite.. and it does seem we have mostly that type of complainers now too.  
 
But in real life there are a few things that get my blood boiling, cause my blood pressure to rise and cause me to act immediately.. that especially includes abusive pastors, abusive cops, abusive medical care workers, and crooked, accountants,  bad lawyers, crooked corporate managers, bad politicians too  now too as you all can see in posts. 
 
Now I too have learned the great secret in helping bad people to personally repent or to change their wicked ways.. the public exposure and the demand of their rightful prosecuting, dismissal  of the same  wicked persons, as well as their bad superiors, and generally best done not by a phone call, but rather done in writing, with many copies to the right parties, news media, ministers, elected offices and also openly to the general public next too even  such as those you do eventually see on my web blogs https://postedat.wordpress.com/ and http://thenonconformer.wordpress.com/ created   special blogs where I do, have placed the unacceptable wrong doings of others towards me and others, and thus I let them experience their own appiroaite consequence.
 
Public exposure and the related prosecution of of the unrepentant wicked persons serves best interest. 

Now crooked civil and public professionals, crooked realtors, crooked accounts, crooked business persons are not the only bad guys I have encountered in Canada, there have also been the crooked hospital administrators, perverse internet service providers such as Bell and Acanac as well, where they have a very wide, oceanic gulf  between what the sales- marketing department promises and what they next do deliver as well.. and if you try to complaint too much to them they tend next to lie about you, and try to cut you off too. Bell Canada does not discriminate, show partiality, it seems ready to abuse anyone..   Canada’s telcos such as Bell  are at a clear disadvantage in the battle with the cable companies, for internet speeds as well, cable firms  have modern coaxial cable networks that support greater bandwidth use than the phone companies’ too common mostly copper wire and so in overcoming this Bell resorts to lies, false misleading advertisements for years now too.
