“Traffic rules account for most of the contact by average citizens with law enforcement and the courts.  Enforcement of laws which are widely perceived as unreasonable and unfair generates disrespect and even contempt toward those who make and enforce those laws.

If the”  photo enforcement tickets can put a point on your driving record.  So, they have to have a good picture of your face.  .” A picture of your license plate doesn’t establish that you did the crime – it only establishes that your car did it, and anyone could have been driving your car.  And if your name is on the ticket but it’s not your face in the photo, you don’t have to identify the person driving. Simply ask the judge, “Are you sure it’s me?” Or you could say, more formally, “I request dismissal of this ticket as there isn’t proof beyond a reasonable doubt that I was driving the vehicle.”  The preceding two phrases are not testimony, so give you the added advantage that if the judge asks you, “Well then, who is it?” you can tell him that you have not agreed to testify.

Now I have said it for over 3 decades in wrting to all too so Call it what you want but it is not about public safety, for it is  a self employment, empire  building, false money grab, revenue generation, hidden taxes.. for if  the cops, the mad RCMP  were now really worried about public safety THEY WOULD FIRSTLY ARREST THEIR OWN KIND, THE BAD COPS WHO OFTEN DRIVE HOME DRUNK AFTER WORK, COMING HOME FROM THE POLICE TAVERN, and they would ALSO go after the people who drive reckless, fail to stop at the stop signs, traffic stop lights, and the impaired drunken drivers, the unsafe cars whose brakes are squealing cause they need to be repaired.. etc.,,

Traffic lights safety. A number of studies have shown that by simply increasing the length of “amber” or “yellow” lights, dangerous intersections can be made safe.  “By increasing the length of yellow lights you can cut down on the amount of violations and accidents at an intersection”  Studies show that lengthening the amber light gives drivers more time to make s  choice and more time to brake.  But in some cash-strapped communities, shorter yellow lights at intersections equipped with red-light cameras means more tickets — and that means more money.  The use of the cameras needs to be monitored so drivers aren’t taken advantage of.  “There also  needs to be a national standard for the length of amber lights.”  A study released  the Texas Transportation Institute concluded that extending a yellow light by 1.5 seconds would decrease red-light-running by at least 50 percent.

And the insurance companies have a false, vested monetary interest in the success of the Traffic cameras, traffic tickets. “The insurance industry  profits from the cameras and the having  more cameras means more tickets being issued so then they can raise the drivers’ insurance rates.” The traffic engineers who install these cameras are all-too-frequently tempted to reduce the amount of time that the traffic light stays “yellow” before turning “red.” Precisely because it will likely increase the number of drivers who run red lights, this alteration allows the surveillance system attached to the traffic light to catch more red-light runners, and thus generate more revenues for the state (see below). Unfortunately, indeed, tragically, altering the timing of the traffic light also causes more rear-end collisions, and thus more injuries to drivers and their passengers.  It seems very likely that the real reward for the increasing use of traffic cameras is not better safety on the streets, but higher revenues

Red Light Camera Tickets in Ontario. Red light camera tickets are traffic tickets that are issued as a result of a traffic camera being placed at an intersection to photograph vehicles who enter the intersection after the traffic signal has turned red. Upon being photographed traveling through the intersection on a red traffic signal, the municipality will issue a notice to the owner of the vehicle. The violation notice will have a picture of the vehicle showing the speed it was traveling, and that the traffic signal was red when the vehicle entered. The penalty for a Red light Camera Ticket is 180 dollars. There is no accumulation or loss of demerit points for this ticket. Nor is a record kept with the Ministry of Transportation, or available to the insurance companies.  Red light camera tickets will not affect your insurance rates.

TALLAHASSEE, Fla., Aug. 25 (UPI) — Plaintiffs in lawsuits against red-light traffic cameras in Florida towns say the devices violate the principle of uniform traffic laws. Lawyers argue the cameras violate the principle that the lawbreaking driver is supposed to get the ticket. There is a concen about the usage of radars, automated speed cameras and whether their use was being driven by public safety goals or a desire to maximize revenue and not redcuing the deaths of citizens in car accidents. yes concerns about the inmmoral behavior by the Police department and court system aimed at advancing revenue collection rather than public safety—and that fact that too many of those efforts were managed to ensure that the Police department was “bringing in revenue at the desired rate.” Creating a way for police activities to become partially self-funding, and setting them up in that way thatas rather “criminals” seems to be politically attractive and has the approval  of the Police itself.

While the goal of having every call for Police service fast and effectively, actively engaging diverse communities, preparing for security threats like terrorism, and responding to societal problems as varied as drug abuse, mental illness, youth violence and human trafficking, having discretionary resources to allow the police flexibility in their efforts to do all those different tasks seems to be a vaiable goal, the devil is always in the false diversions, Promotions and empire bulding. These are certainly competing goals here. If the Police Management, officers start getting overly rewarded for how much revenue they bring in, the legitmate concern becomes whether their law enforcement action will become driven more by the goal of revenue and less by the goal of public safety, service as is too often the case. They should not be forced to think more like a sales person than a public servant. . It shouldn’t be a surprise that the prospect of police departments generating revenue would seem like a great idea to municipal leaders and to the police leadership. Ast the ability to achieve promotiopnal goals is significantly driven by having the monetary resources available to do so.

During the financial crisis, Provincial, federal and local budgets are hit hard. The pain of tight budgets has been felt across the board in many jurisdictions and the resources available to police departments fell, requiring changes like service and staff cuts.” . Yes the citiens rightfully do the government, police, courts, to be effective at minimal cost, thereby limiting the burden of taxes on the public. But Citizens “wouldn’t expect other public mission agencies—the public health department, for example—to become profit centers, and we shouldn’t expect that from law enforcement.” . A Perceptions of police officers as merely collection agents rather than public protectors cannot help but undermine that legitimacy and trust. Too many citizens have lost confidence in the police amd the justice systems. .

It is too common for small towns even like Canmore Alberta  to falsely raise revenues from traffic enforcement…Watch out for the RCMP speed trap in Canmore , Alberta as you leave Banff park.. it generates the RCMP millions and millions of dollars per year.  ( Revenue generating ) “Speed limits in the mountain parks are set with an eye toward preventing collisions with wildlife.” ( and how often does that occur? once a year?).  Canmore  the home of the perverse Canmore Traffic court, and RCMP  traffic ticket revenue generation as I have already written about.   Police do love to lie and say that all accidents are mostly speed related, to justify their fat cow cash grabs, especially in Alberta and in Ontario now too.. they lump all of their homemade statistics as the accidents, deaths related all to speeding.. but not in reality to drunk driver, bad drivers, road rage, poor roads, bad snow cleaning..  This is also still simply not acceptable. There is a direct link between DRIVING and collisions. The MORE you drive, the more likely you are to be involved in a collision and the more likely you are to get seriously hurt . About the municipalities and their false collection of revenue through traffic fines these municipalities “victimize those whom they are designed to protect.” and these practices are “immoral.”  The additional taxation of the citizens through traffic enforcement is unacceptable even if it s falsely being carried out Canada wide. What’s the point of fining people for violating the rules of the road? Surely it is to ensure motorists are driving safely and not endangering others. About 10 years ago, police charged an Alberta driver with careless driving for flashing his headlights at oncoming drivers to warn them of a speed trap ahead. The driver fought the ticket. At trial, the Crown argued that flashing high beams was dangerous because it might startle other drivers thereby distracting them and causing accidents. The judge wasn’t buying that. He ruled that drivers flashed their lights at one another for plenty of reasons, some of which enhanced safety — such as reminding another motorist to dim his brights. Besides, the judge added, the government’s principal purpose in setting up speed traps was to ensure drivers operated their vehicles at a safe rate of speed. It was not to raise money through fines.  CALGARY – The City of Calgary is appealing a court decision that acquitted a street preacher of five bylaw charges and called two civic bylaws overly broad. City solicitor Paul Tolley said the city believes the 91-page provincial court judgment, released earlier this month, has “both errors in fact and errors in law.” An appeal to the Court of Queen’s Bench will be filed by the Jan. 6 deadline, he said. Art Pawlowski, who preaches in public while feeding the homeless, has been in a battle with the city over the use of a loudspeaker to spread his message and for placing material on streets, including boxes of food, a large wooden cross and speakers. On Monday, he called the city’s decision “very unfortunate. “The city, instead of focusing (on helping the homeless) are wasting taxpayer money,” Pawlowski said. “We are not the city’s enemies. The city continues to fight us.” In a Dec. 7 written decision, provincial court Judge Allan Fradsham said while there is “little dispute that the accused engaged in most of the impugned behaviours,” he also heard arguments for Pawlowski made under the Charter of Rights and Freedoms. Tolley said the city believes “the charter principles have not been factually applied and extend too far.”  There is also concern, he added, that the streets bylaw and the parks and pathways bylaw, under which Pawlowski was charged and which have been in place for years, were called overly broad and vague in the judgment. As well, because the charter applies across the country, the decision could have an impact on other bylaws in other cities, Tolley said. Pawlowski, who preaches in front of Old City Hall and in a park near the drop-in centre, has argued he needs the loudspeaker to be heard by drug dealers, prostitutes and others. The city has said the amplified voice generated complaints, including from residents across the river. “There’s been more snow and more accidents through the month of December. The Calgary Police Service recorded 6,158 collisions in December, 605 of which involved injury. That’s a significant jump from 4,574 collisions in December 2007. Also SUVs and minivans being the most popular rental choices for winter driving.. However, once you’re behind the wheel of a rental vehicle, you may want to drive cautiously, given that you’ll likely be driving on all-season radials, not snow tires. Few, if any, car rental companies offer winter tires in Calgary. “Snow tires are mandatory only in Quebec due to a new law there that required motorists to install snow tires by Dec. 15 or face fines of up to $300. The  Quebec law has resulted in a shortage of snow tires across Canada.
 
Note this important  brief introduction to road safety and the police .. Yes  you always do have to drive safely, in control, not impaired as well and yes there are many, many different factors that now can cause a vehicular, automotive  accident, including but not limited to the actual daily road conditions, even the type of tires you have .. for  it is a fact that good tires lead to a safer drive, and so does a 4 wheel drive.  Next when you start to first drive at any day do first immediately test the road condition by coming to a planned sudden stop , and see firsthand how your car reacts accordingly.. then next do use this experience to set how you will drive the rest of the day too. And no matter what car, or tires you have, or who is the driver, if you do hit a patch of black ice, due clearly to the failure of others, such as the Governments, municipalities,  to apply salt and gravel on the icy / snowy  road, to falsely try to save money here,  it can be very, very hazardous now too. Give them a fine, ticket, they firstly do deserve it too. Now hypothetical if you do not drive at all you are less likely   to have an   accident, assuming another driver does not hit you while walking..
   
AND THEN WHAT THEY LYING POLICE BLAME THE CITIZENS FOR DRIVING TOO FAST IN POOR WEATHER CONDITIONS, WHEN IT IS THE FAULT OF THE PROVINCIAL, MUNICIPAL GOVERNMENTS FOR NOT KEEPING THE ROADS ADEQUATELY CLEANED, SALTED, GRAVEL?

It also seems that  the statistical numbers  for drunk drivers, accidents too  are still startling, too high — and split it seems almost evenly for inside the main cities and in the outlying area where there is less policing too. —   While maybe the police, RCMP may  have a strong feel for the trends on the roads, for speeding, accidents, drunk driving and the impaired numbers maybe are still not causing the police great concern, due to their own priorities and even due to the differing, often in a not fully reliable way that the Police, accident data is collected year to year, Canada wide now too, still the  actual Police statistical values, comparisons are very difficult,  erroneous still and these statistics reporting they need to be seriously improved, and the Police themselves even better managed.
 
And  do you really think that the the majority of the police  who  now are one of the highest paid professionals are firstly doing their Jobs cause they really firstly serving,  are looking after the good welfare of the citizens as they often lie to us and claim they do .. and not cause of the monetary job, fringe benefits ? I would not bet on it not  even on your life..
  
It is an admitted fact we have hired too many bad police officers Canada wide, even in the RCMP.. because exisiting bad mangers hire bad people next too.. thus the police recruitment , hiring, supervision  approach stinks badly..

1: The rising alcohol consumption, and the rising taxpayer’s costs of alcohol related sickness, accidents
2: The  still inadequate police, RCMP response to impaired drivers, year around.

Now we are seeing patients, particularly women, in their 20s with advanced alcoholic liver disease – a real tragedy for their family as well as themselves.”  More alcohol use is a concern for health-care professionals, since it means more deaths, illness, injuries and hospital visits, meaning added strain on the health-care system, and additional cost. “There’s 60 different ways in which alcohol can cause premature death and illness,”  Too many cops are alcoholic themselves these days it seems too. Showing justice and compassion is rightfully prosecuting all of  the guilty alcohol and drug offenders.
 
   Honking, fist-shaking, screaming, obnoxious drivers: the symptoms of road rage.    Insurance Corporation of British Columbia  Psychologist John Vavrik, who studies driving behaviour for ICBC, says road rage can be better understood as “aggressive driving spectrum disorder.” According to Vavrik, road rage can take many forms.  “There’s not a clean definition of it. It’s basically an aggressive act aimed at hurting somebody or sending a message to somebody,” Vavrik said.  “The people most at risk of engaging in these behaviours are the least likely to control their behaviour,” he said. “They have low emotional intelligence. They don’t have the tools or skills or strategy to manage their emotions.  “In those extreme cases, we’re talking about sociopathic issues. The driver’s a walking time bomb.”  According to Vavrik, “road-ragers” are generally underachievers, individuals who lack assertiveness and control, and do not have the status in life they desire.  He said the “depersonalized space” of a vehicle is a trigger to road rage, as is an unexpected traffic delay, such as that caused by a slow driver, or being stuck behind an idle bus.

Now we know that more people have accident due to road rage, impaired driving, driving under the influence of drugs, alcohol  over speeding too and we still do need to review how much time and resources do the police deal with that firstly? ” 
  
Despite plunging sales in almost every sector, alcohol sales are on the rise in Ontario, British Columbia, Alberta  and in other provinces over last year . If you drive at twice the legal alcohol limit you are at least 30 times more likely to cause a road crash than a driver who hasn’t been drinking. Alcohol abuse is a problem that is expected to become increasingly common as baby boomers, who have been found to drink more than previous generations, reach age 65 and beyond. “A lot of folks over 50 are already dealing with diseases associated with aging and medication use that can result in possible complications and drug interactions. And older people who abuse alcohol are consuming an inordinate amount of calories that can displace important nutrients.” It is just a fact, common sense that  “even at lower levels of consumption, alcohol can be problematic for older people.” 
 
More drunk drivers,  motorists are hitting the sauce before hitting the road this holiday season too. About 1 percent of  the drivers stopped are charged  with impaired driving offences during the generally only one month long  Police province wide drunk drivers check stop campaigns . 
  
In 2006, 232 Ontarians were killed in traffic accidents in which alcohol was a factor.  “We’ve had an increased number of impaired driving fatalities in Ontario though we’re still seeing a downward trend in Ontario,” is still not enough policing here.
 
An Australian study estimates that about half of all traffic accidents in Australia may be due to road rage and most of the others related to alcohol, impaired driving and yet the police falsely tend to pursue revenue generating speeding traffic tickets still and why?   Road rage is a relatively serious act; it can  be seen as a violation of human and property rights , an endangerment of  other’s personal well being, security. 
 
“The Canadian Press TORONTO – The head of the Ontario Provincial Police says drivers who crash in bad weather because of their own negligence should have to pay the bill.  Commissioner Julian Fantino will propose absolute liability legislation today under the Highway Traffic Act to hold irresponsible drivers accountable. This essentially means making drivers pay for accidents in which they were driving aggressively in poor weather, not insurance companies  Fantino says at least 40 per cent of crashes are caused because people are going too fast in poor conditions and not paying attention.  He says his proposal targets people “who could care less” about how they are driving when the roads are bad.   Fantino says his proposal mirrors laws currently on the books in almost every state in the U.S.”
 
A study of the figures in the British Medical Journal showed a  gap between police and hospital data  showed a wide divergence in these figures   said one of the authors of the article, Mike Gill, professor of public health at Surrey University. The Police are known  to lie, and  they try to please their political bosses , to get a raise by generating revenue from traffic tickets too..
  
Now drivers getting better winter, all season tires would be also a better move.. brakes repaired regularly too. and while automotive  death rates have fallen drastically in the last decade in Canada too , the ubiquitous use of cell phones and BlackBerrys while driving pose a serious danger to drivers and others still too. 
“Even so, snow tires are still a wise choice for motorists in southern Ontario, too. However, a snow tire is no surety against the repercussions of reckless or dangerous driving. And that’s the key thing.   More often than not, vehicular collisions on winter roads aren’t caused by the lack of snow tires on a vehicle. It’s (ALSO NOT ) caused by motorists who are driving too fast or not accordingly to the conditions.  This is also what Ontario Provincial Police Commissioner Julian Fantino (FALSELY) touched upon this week when he urged the government to increase fines and demerit points for drivers speeding in bad weather conditions – whether it’s snow, heavy rain or thick fog.  Fantino’s pitch came on the heels of a weekend that saw provincial police officers respond to more than 3,000 collisions as large swaths of the province were walloped by two snowstorms. At least 40% of crashes are caused by speeding in poor conditions and not paying attention, Fantino said. (His  unofficial, unreliable statistics, remark NOW  refers to a small period of accidents and not RATHER  the  true statistics for the whole year firstly  since most accidents are caused by rage, impaired driving, poor drivers, vehciles and driver errors). The Highway Traffic Act already has provisions and penalties for speeding and careless driving. Furthermore I call Commissioner Julian Fantino a liar and I do ask him SPECIFICALLY to prove with Honourable statistics  that at least 40 per cent of the ROAD crashes are caused SOLELY because car drivers, truck drivers  are going too fast in poor road conditions, unrelated to any other factors now too. We all can play on statistics anyway we want, but let’s us have the whole truth rather  here too.. while

Drivers who let their attention wander cause more than six times as many accidents.” Driver error accounted for 66 per cent of accidents.. and add the road rage, impaired, drunk drivers, bad poorly maintained vehicles to that too .. Most reasonable and reasoning people have seen the folly of speed cameras for decades now too. 
  
Many people Canada wide do now often complain about still being harassed, bullied by Traffic cops and getting unecessary traffic tickets, especialy it seems in Ontario, Alberta too.  The insurance industry itself too  often sleeps with legislators, cops because it wants to make loads of money by finding out reasons not to pay out as well.. they support traffic tickets even though they do not reduce the car accidents significantly cause it gives more money to the insurance firms,  this is immoral gouging of consumers too often rather too.. now what about having some honest watchdogs and legislators rather. Go after the drunk drivers, raise the price of the booze firstly..
 
Hey even  many cops are lazy, they also do want to be paid for doing nothing, but merely driving around , speeding too for they get a rush doing this as  I  have often  witnessed it myself. Too bad for them they are paid to work still too. Maybe we can outlaw citizens driving any cars all together that way the cops and legislators too can still  get paid and not have much to do.

Even Premier Dalton McGuinty at it again? Premier Dalton McGuinty says he won’t be forcing Ontario motorists to use snow tires during the winter.  not following the lead of Quebec, which introduced mandatory snow tire legislation.. so he uses another back door.. that will costs the citizens a lot more money… liability legislation today under the Highway Traffic Act to hold the supposedly irresponsible drivers accountable.Shortage of governmental money means rather  another hidden Ontario tax too.
